This is half of an indenture to Edward Kendrick from His Majesty's Exchequer in 1790. The top left corner shows the stamps which had been required in Britain for a century for all publications and legal documents. When the same system of stamp taxation was imposed on the American colonies in 1765 to deal with the expenses of the French and Indian War, the colonists opposed "taxation without representation." The Stamp Act was repealed the next year, but the protest it raised revealed the alienation felt in the colonies.
