This is a certificate signed by Rawlin Lowndes, the President (Governor) of South Carolina, on March 12, 1778, with the state seal attached. The seal of South Carolina had been in use for less than two years at the time. This side shows Hope (Spes) walking over swords and daggers as she holds a laurel branch. This certificate came to Special Collections as part of the papers of Helen Williams Coxon, the first woman to serve in both houses of the Georgia legislature.
